Technical Memorandum: Quantifying Impacts from the 34-Hour Restart Provisions

The Federal Motor Carrier Safety Administration’s (FMCSA's) Hours-of-Service (HOS) rule governs both the number of hours a commercial driver may be on-duty as well as how much rest is required between periods of work. The rule requires a 34-hour off duty restart period that includes two periods from 1 a.m. to 5 a.m. and that the use of the restart is limited to one time per week. This report examines day-of-week and time-of-day truck operation impacts and trucking safety impacts from the implementation of the 34-hour restart provision.
