On the Reasons for the Failure of "New Economic System" of Former Soviet Union

In Brezhnev's Time,the Soviet government conducted the reform of New Economic System led by Parliament Minister Kosygin.The reform cut back the planned targets to enterprises and stimulated the initiative of individualists and enterprises by way of interests and bonus.But after 1970's,the reform gradually failed.The most significant reason for the failure lies in the political and social power struggles of the upper classes,apart from the reason coming from the inner economic reform itself.
