The invention discloses a line card device provided with strong QoS function and a designed method thereof. The method comprises the following steps that: an upper sending channel between a plurality of network processors of the line card and a Host CPU is provided with a flow managing module, an upper sending channel bus is connected with the flow managing module by a plurality of network processors of the line card, a plurality of network processors classify the received messages and pick up the sent messages to be sent to the flow managing module; the flow managing module classifies and caches the messages sent by different network processors, the priority level of the send messages is divided and sorted as well as sent orderly; the Host CPU processes messages sent by different network processors by the flow managing module, the processed messages are respectively sent to a UPC and sent to the corresponding network processors by the flow managing module. The invention overcomes the shortcomings in the designed proposal of the line card and improves the quality of the whole device QoS finally.
