This article will try to shed light into some of the proposals which emerged during this debate, which took upon the economic, financial, monetary, political and social dimensions of a possible future Europe. The actors we shall consider are the states, i.e. policy makers and public servants, the international institutions whether existing or under development, and the economic actors, businessmen and well as scholars. In the first part, we will trace the origins and contents of some of the most interesting proposals on European regional cooperation, and look at how they fit with different conceptions of Europe. In particular, we will try to show how did the European economic and political circles perceive the economic and social identity of the continent and how did they envisage its organization or even its integration in terms of modernization plans. Then, we will examine which group of actors took action and how, and what the results and outcomes were. In the second part, we will concentrate on the social sphere, with a special reference to the ideas matured within the International Labor Organization.
