Real-Time Scheduling Decision Optimization in a Marine Oil Spill Emergency

Two cases of marine oil spill emergency scheduling are discussed under the influence of time-varying characteristic for sudden and weak economy features of marine oil spill emergency issues. In order to maximize the possibility of the earliest emergency start time and minimize the emergency relief delay, a real-time scheduling optimization model is built and the stratified sequence method is used to solve the model. The results show that the accident area diffusion time has a great influence on the emergency scheduling scheme. The model can be solved in a short time, which can guarantee the real-time scheduling of the emergency and provide scientific decision support for rescue command scheduling.
