Villagers in Kozaki, Japan, are fighting the development of an industrial park along 20 km of Beppu Bay. Oil and steel facilities were proposed for the coastline, where protest against pollution is frequent. Local residents demand a voice in land use planning but officials resist their participation. The Japanese have created chronic pollution problems in their effort to attain a high standard of living. Japan's Environment Agency informs industries of pollutant discharge limits. International pressure may encourage the Japanese not to sacrifice their environment for a higher standard of living.
