Secondary Tertiary Balancing Power Generations Integration Feasibility Analysis Based on AGC30 Model with PV Penetration

In many countries and regions, balancing power markets consist of primary, secondary, and tertiary controls and they are cleared by different market participants, and their control cycles are different with each other in being applied markets in Europe. Herewith, it might be effective to prepare the product which combines multiple control reserves, for example, secondary and tertiary control levels, and therefore, if multiple control reserves are provided by the same generation plant, there is a possibility of reducing of fundamental balancing power investment requirement. In this paper, the detail required amount of KW was calculated mathematically with frequency fluctuation being allowable region under LFC-EDC control separately and integrally. The possibility about balancing power required amount reduction was verified from simulation results.
