Construction and Commissioning of a Complex Wet Weather Storage System in

The City of Baton Rouge/Parish of East Baton Rouge (City/Parish), Louisiana has entered into an EPA Consent Decree. The City/Parish designed and is implementing a sanitary sewer overflow (SSO) abatement program that involves conducting comprehensive rehabilitation and capacity improvements to the collection system. The City/Parish has developed the Program Delivery Plan (PDP), which describes the 107 projects needed to rehabilitate the system and increase its capacity, which involves the replacement of 150 pump stations and nearly 2,000 miles of sewer pipe. One of the more complex projects in the PDP is the Choctaw Storage and Pump Station Facilities project. This project includes construction of one 6 million gallon (MG) aboveground storage tank and one 20 MG aboveground storage tank, as well as three wet weather pump stations to bring the flow to the storage tanks. The project also includes approximately 4.5 miles of force mains between the pump stations and storage tanks, installed using a variety of methods, including horizontal directional drilling (HDD) and jacking and boring.
