WHAT ROLE FOR LABOUR MARKET PROGRAMS

This chapter is primarily concerned with active labour market programs. It discusses the transformation of labour market programs over time, outlines their theoretical rationale and summarises recent evidence regarding the ability of programs to achieve their aims. Finally, the role these program should play in contemporary unemployment policy is discussed. It is argued that contemporary labour market programs are essentially supply-side policies, which have, on balance, little effect on aggregate demand.
