Possibilities and prospects for Siberia’s innovative development

This paper outlines the present state of Siberian scientific, technological, and innovation potential, which includes a number of scientific achievements of global significance, a developed system of higher education and training of scientific personnel, and an advanced industrial complex with knowledge-intensive sectors. We identify key challenges for future development and problems to be resolved in order to build a holistic innovation system which is equal to these challenges, as well as proposing a method of targeting existing potential toward innovative development to improve the competitive advantages of the Siberian Federal District and facilitate more favorable living conditions.
