PLEAS: A Decision Support System for Personnel Evaluation and Selection

The evaluation and selection of personnel is the most critical part of human resource management. Effective methods and tools can help enterprises in selecting an appropriate person for a given position. This article proposes a new paradigm of the decision-making process for personnel evaluation and selection, which contains four stages including data acquisition and preprocess, initial screen and rank of candidates, multi-dimensional ranking aggregation and group interview. Personnel Evaluation and Selection (PLEAS) decision support system, which contains three components, namely Employee Model Builder, Screen interface and Decision Support Module, is designed to assist decision-makers. The requirements for a given vacant position will be modeled as rigid conditions and elastic conditions for screening candidates in PLEAS system. A graph-based ranking aggregation method is embedded in PLEAS to solve the problem of aggregating different ranking lists under different elastic conditions. The system also introduces a fuzzy multi-criteria decision-making method in the stage of group interview. A case study is reported in this article, showing how PLEAS plays a role in personnel evaluation and selection. The PLEAS system provides a useful addition to the decision-makers’ toolkit and also an interesting application of the decision support system to a critical area of human resource management.
