Study of Law System Replying to Public Emergencies

Many public emergencies often happen in different place and field in recent years.The laws replying to the public emergency based on Emergency Handling Law have been built.However,according to the needs of reality,our law system about how to handle the public emergency still not perfect for example non-restrict to the power of administration to meet an emergency,malpractice of imputation system and ensuring and reliving system of citizen's rights.Thus we should reform the law system handling public emergency from the perfecting system,restricting and strengthening ganrante the citizen's rights.
