Análise das Alterações nas Normas do Conselho Federal de Odontologia para a Obtenção do Título de Especialista em Odontologia

O progresso da Odontologia baseia-se na evolucao de tecnicas e materiais, no aperfeicoamento e na titulacao dos profissionais que a ela se dedicam, obtido em cursos de pos-graduacao, tanto lato quanto stricto sensu. As normas para a obtencao do titulo de especialista em Odontologia foram alteradas pelo CFO atraves das Resolucoes 98 e 103 de 2010, modificando a Consolidacao das Normas para Procedimentos nos Conselhos de Odontologia, Resolucao 63/2005. Este trabalho teve como objetivo comentar e discutir as alteracoes, oportunidades e consequencias decorrentes da implementacao dessas Resolucoes em face dos preceitos contidos na Constituicao Federal, Codigo Penal, Codigo Civil e Codigo de Etica Odontologica. Pode-se concluir que as resolucoes adotadas pelo CFO a respeito do titulo de especialista foram oportunas, pois visaram impedir que profissionais, cujos cursos de pos-graduacao nao apresentem carga horaria clinica compativel com a especialidade, se declarem especialistas. Entretanto, persiste a incoerencia com relacao aos cursos eminentemente teoricos e tambem quanto ao professor, mestre, doutor e ate mesmo livre-docente, nao podendo ser reconhecido como especialista naquilo que ele mais conhece e tambem ensina. The progress of Dentistry is based on the techniques and materials evolution and on the improvement and titles of the professionals involved in it as well, which could be obtained in post-graduation courses, lato or stricto sensu. Detailed rules for obtaining the title of Dentistry Specialist were amended by the CFO through resolutions 98 and 103 of 2010, modifying the Consolidation of standards for procedures in the Councils of Dentistry, Resolution 63/2005. This study aimed to review and discuss the changes, opportunities and consequences arising from the implementation of these resolutions, in the face of the precepts contained in the Federal Constitution, Criminal Code, Civil Code and Code of Dental Ethics. It can be concluded that the resolutions adopted by the CFO about title of expert are considered appropriate, because they aim to prevent the professionals whose graduation courses do not have clinical credit hours compatible with their specialty, declare themselves specialists. However, the inconsistency still remains about theoretical courses as well as the teachers, masters, PhDs and even associate professors cannot be recognized as an expert in what they knows more and also teach.
