The following paper contributes to a redefinition of mobility management in Germany with the goal to stimulate a discussion on this instrument of transport policy. What brought it about was the existing definitions, which vary from one to another. In our opinion, this leads to the possibility of a universal implementation of the instrument on the one hand. However, on the other hand, we are faced with a vague concept, which is also the reason for an unsuccessful agenda setting. To overcome this deficit and to accomplish a unanimously definition, we as the institute of integrated transport planning suggest a definition on basis of an object-oriented view of transport planning. Crucial point of this comprehension is that mobility management is equal to infrastructure- and traffic-management. Furthermore measures can be assigned to the instrument by their primarily impact on the planning object, which is mobility. Therefore, mobility management has to be focused on its operational level while normative attributes are assigned to the guiding principle of integrated transport planning. The guiding principle of integrated transport planning is also superordinated to infrastructure- and traffic-management and regulates the capabilities of the three fields of transport planning (infrastructure, traffic and mobility).
