Analysis of Community Empowerment in the Implementation of Healthy Living Movement Programs (GERMAS) in the Regional Post-Disaster Palu City

Community empowerment is one of the global strategies for health promotion so that community empowermentis very important to do so that the community as the primary target has the will and ability to maintain andimprove health. The Healthy Living Community Movement Program (GERMAS) is basically a public healtheffort through community empowerment. This study aims to analyze the process of community empowermentin the implementation of the Healthy Living Community Movement Program (GERMAS) in post-disasterareas. This type of research is qualitative using a phenomenological study approach. Data collection is doneby in-depth interviews, document review, FGD (Focus Group Discussion), and documentation. The resultsshowed that the implementation of community empowerment in the Healthy Living Community MovementProgram (GERMAS) by conducting integrated collaboration with related sectors such as Empowermentof Family Welfare (PKK), National Narcotics Agency (BNN), Ministry of Religion, Office of Women’sEmpowerment and Child Protection and banking. Incentives for health cadres are budgeted by the HealthOffice of the City of Palu in the amount of Rp. 150,000 (one hundred and fifty thousand Rupiah) per quarter.It was concluded that community empowerment in the implementation of GERMAS in the post-disaster areaof Balaroa Village was in the aspect of partnerships in the form of cooperation with various cross-sectorsin that program, integration of GERMAS with other priority programs such as GALI GASA, coordinationwith all stakeholders by involving community leaders, youth leaders, and the K5 task force. From the aspectof the budget in the form of budget allocation in every financing activities of the program and providingincentives for cadres. From the aspect of evaluating activities in the form of a final report on activities, theresidents have cultivated vegetables and other plants in their own yards.
