This article discusses the institutionalization process of guidelines for the Civilian Police Component (CivPol) of the United Nations (UN) Multidimensional Peacekeeping Operations. It also discusses the applicability of such norms. CivPol gained visibility due to the importance of its work in maintaining internal law and order and assisting police reform. Using Haiti as a case-study, the central argument is that the CivPol normative framework is divorced from the reality in the field. After five peace operations in Haiti, between 1993 and 2006, all with police mandates, there are still great obstacles to the diffusion of democratic norms. Furthermore, the UN has made little progress towards the development of an integrated approach for the establishment of the rule of law
