Urbanization developing goal and measures of Yin Chuan plain

Through an on-the-spot survey, the author regards that the oasis of Yinchuan plain belongs to the easy harmed area and ecoenvironment is rernarkably fragile and unstable. The author analyzes the problems in the urban development through different angles such as natural ecoenvironment, location, and urban networks, resources and industry structure that based on the actual survey. The authors discuss the urban developing mechanism, goal and measures and further points out that the new urbanization social system should be set up which takes on cities and towns as it's main body and dispersed agricultural population moves into cities as it's characteristics, and forms the new urban and social systems with the characteristics of high density agglomeration; cities and eco-environment should develop in harmony, the sustainable and stable development of urban and social economic should be pursued.
