Política, Institucionalidad y Legislación Ambiental en Paraguay Una aproximación hacia la gobernanza ambiental

Environmental governance, as a complexity and at the same time as a mechanism that enables harmonious action between institutions and strategic actors, becomes relevant in the management of natural resources. Therefore, it is incipiently intended to unravel the trilogy of environmental governance in Paraguay, from the analysis of the institutional framework (actors, procedures), environmental public policies and the legal framework, for which the qualitative, documentary methodology was used and reflexive theory, using data triangulation through the quantitative component of the survey. The findings show that environmental legislation, although it incorporates innovative elements, dispersion, fragmentation and lack of clarity are conditioning factors that make it less effective and actions aimed at achieving harmonization and legal ordering should be considered. Finally, the institutional progress in positioning the environment as a political subject, is auspicious but,requires continuous actions that allow for full environmental governance.
