In the 50 years of Japanese rule, construction of the Japanese have a great impact on Taiwan such as unified length, weight, and volume, monetary policy, real modernization, communications and transportation enterprises and so on. Among them communications and transportation was correlated with people daily life. Start and development of postal service was also correlated closely with Taiwan society and economic development. Account to past researches, most scholars agreed with Taiwan postal service began with Taiwan Post formed by Liu Ming-chuan in Late Ch’ing Dynasty, until the Japanese ruled Taiwan in 1895, this mechanism replaced with the postal service system that Japanese brought. The development of Taiwan postal service in the early Japanese rule, the Japanese established Field Post Office as the result of military need, and replaced with General Post Office in each place as Taiwanese political situation was stable. Postal service items like savings, deliver, transfer, exchange, with communication operation and colonization of Taiwan by the Taiwan Governor Office is necessary, postal business items increased servral services like telegram and simple life insurance and so on. Overview of postal service under Japanese rule, no matter deliver, transfer, exchange, savings, drawing and insurance, the growth of its performance was also to establish the foundations of Taiwan postal service development.
