Study on Route Choice Behavior Under Toll Adjustment by Tailor-Made Stated-Preference Survey

This study proposes a toll adjustment as one of traffic control measures, and is aimed at examine the effect of proposed measure form the viewpoint of behavioral aspects in travelers through tailor-made type Stated Preference (SP) survey. In order to conduct Tailor-Made Type SP Survey, it is necessary for us to grasp the representative trips of users of urban expressway including destination choice, setting trip purpose and route choice. To do so, this study adopts Probe Person survey which is composed of tracking travel trajectory by GPS and web-based diary survey. In the Tailor-Made type SP survey, each respondent is required to reply his/her preference on route under his/her familiar travel situation where the destination and trip purpose are derived from the results of probe person survey. There is a possibility that the Tailor-Made Type of SP Survey might contribute to reduction in discrepancy in decision-making of traveler between real situation and hypothetical one, which is one of weak points of SP survey pointed out by many researchers. A multinomial logit-type model is estimated to analyze the effect of traffic control measure including toll adjustment upon the route choices of respondents. Judging from the estimated parameters, it seems that the traffic control measure composed of information provision and toll adjustment might discourage traveler to use congested section on urban expressway. In addition, raising toll is more effective than discount in toll in terms of discouraging travelers to utilize congested section.
