Appraisal on the institutions for the development of south Shaanxi′s characteristic industry based on FAHP

The institution system for the development of the characteristic industrial cluster in south Shaanxi was introduced.This system was analyzed according to the three dimensions of tranzaction costs theory.The developing level of the cluster was assessed with FAHP,and the policies for choosing on the characteristic industrial cluster in south Shaanxi were put forward.
