“Element-Chain-Cluster” Industrial Project Planning Model in Poverty-Stricken Areas

Poverty has become one of the most acute social problems in modern society, and poverty reduction has always been high on the agenda of governments. At present, significant progress has been made in China, however, as its poverty alleviation work entered a crucial stage, problems arise: the lack of scientific nature and sustainability, lack of systematicness, and disconnections between projects. This paper summed up the previous literature and brought up the innovative method: “Element-Chain-Cluster” (ECC) poverty alleviation project planning model, and carries out detailed project planning: the formation of three major industrial clusters: ecological agriculture, green industry and cultural tourism in Ganluo County, a typical poverty-stricken county in China. The SAF model is then used to analyze the feasibility of introducing and popularizing ECC model so as to ensure general guidance can be provided for the development plan of poverty-stricken areas home and abroad.
