The purpose of this study is to determine the effectiveness of the application of the Blended Learning model in the Basic Training of Civil Servant Candidates for Central Java Province in 2021. In this study the method used is descriptive method or qualitative approach method using level 1 evaluation (Evaluating Reaction) one of the 4 evaluation levels. Kirkpatrick's model, evaluation of the training participants' reactions means measuring participant satisfaction (customer satisfaction). The results of this study, the Java Province Human Resources Development Agency has organized CPNS Basic Training with the Blended Learning model using the SIP TENAN application, according to LAN Regulation Number 1 of 2021 in article 7 paragraph (1) letter b. Blended Learning is carried out through 3 (three) parts of learning, namely independent training, distance learning and classical learning at the CPNS Basic Training venue. In addition, of the 70 respondents, all of whom were participants of the CPNS Basic Training with the Blended Learning model held in the Central Java Province CPNS Basic Training in 2021. With the results of this study it can be concluded that the CPNS Basic Training with the Blended Learning model can be applied to Basic CPNS Year 2021 and until the CPNS Basic Training in the following years and the Blended Learning model has an impact on budget efficiency and is also effective in learning.
