It is the duty of municipal officials, both legislative and administrative, to so arrange the affairs of the city and the water works department that adequate funds may be allotted to the maintenance and operation of the water supply works; and it is also their duty to employ competent personnel for this purpose. It is the duty of the plant superintendent to constantly improve his ability in this work. It is the duty of the state department of health, in many cases a duty-imposed by law, to generally supervise plant operation and maintenance; to advise municipal officials when improvements are obviously needed; and to interchange information with plant superintendents in order to promote a broader knowledge of the problems associated with plant operation and maintenance. Never before has the problem of plant operation and maintenance been so important as at present. In many instances this problem will increase in importance due to increasing pollution of streams, unless proper steps are taken to limit and correct such stream pollution. Moreover, the standards of quality of water are gradually assuming a higher plane and the demand for efficient maintenance and operation is a growing one. In order to meet this demand the employment of trained, experienced and generally competent personnel is necessary.
