On the Movement of Hu Linyi Abolishing Exorbitant Taxes and Levies in Hubei Province

Hu Linyi who held the post of stadholder in Hubei province between 1855 and 1861,aimed directly at the problems:The goverment was confused;The incidental expenses was imposed too much;The burden of peasants was serious;The finance was collected difficultly.Hu Linyi carried out a big reform which aimed to reduce the land taxes and incidental expenses of farmers.The contents of reform were as follows:the first thing is to reduce the land taxes and incidental expenses of farmer;the second things is to recite the expenditure of water transport and pass by expenditure of businessman;the third thing is to reduce expenditure of officer and offering assistance.The reform obtained a certain good effect.But the civil war was on the march during that periods,so the reform was forced to abolish in 1861.
