“The top university development plan” is an important higher education policy, and is also a huge expenditure on education. The purposes of this study were to evaluate and explore the policy performance and influence of the first phase of “The top university development plan” in Taiwan, and to analyze problems of policy and the gap between award-obtaining universities and world top universities. The methods empolyed included a documentary analysis and a qualitative interview, to collect and analyze the data promulgated by offical and award-obtaining and opinions from 10 chief administration offiers of award-obtaining and not award-obtaining universities. Based on the findings and conclusions of the study, suggestions were made for policy makers and universities development. According to the findings of this study, conclusions were synthesized as follows: 1.An allocation of NT$100 billion over a five-year period to enhance the inter- national competitiveness has been a positive benefit to domestic excellent University. 2.Award-obtaining universities’ ranking in the world have shown significant improvements, showed the first phase “The top university development plan”could still achieve policy goals. 3.“The top university development plan” could help organization and operation of business of universities innovating and recycling, and the cohesion of centripetal force pursuiting of education excellence. 4.There have been significant improvement of award-obtaining universities’ standards in the infrastructure, teaching and research achievements, talent recruiting, industry-university cooperation and so on. 5.The internationalization of top universities should take into account of the quality of foreign students, and actively build an international environment, and the root of localization. 6.Policy towards the success of “The top university development plan” tie to the deconstraction of concept of equitable allocation. 7.Competitive funding award would encourage universities to compete each other and position, but might aggravate the gap between the development of domestic universities. 8.The influence of “The top university development plan” on the domestic academic environment of higher education was mainly reflected in the three orientions such as “pull of teaching and research” and so on. 9.Top universities saddled with social expectations, and should play the role of leading the development of domestic other universities, and contribute to society, state, and national well-being. 10.There are still five issues including “The policy objectives and direction was appropriate, but the resourse was not yet able to focus on injection” and so on.
