How mental illness and its symptoms is conceived has a bearing on the organization of psychiatric attention systems. Is mental health a health care problem? In what way does society condition health care? Must psychiatric care be given indiscriminately or is it neceesary to prioritize? Future psychiatric practice will be determined by advances made in biology. Professionals vary in their views on psychiatry as science on one hand, and as social practice, or technoscience, on the other. Another subject of debate is whether psychiatry must combat suffering in general or limit itself to addressing actual disability. Legally society establishes health care priorities through its political representatives, but it is for health specialists to determine what can or cannot be subjected to medical treatment. «Hygienist» trends have led psychiatrists to take on cases whose labeling as illness is questionable.
