ON THE ISSUE OF CREATING A STRATEGY FOR THE DEVELOPMENT OF ROCKET AND MISSILE SYSTEMS IN UKRAINE

It is noted, that the insufficient budgetary resources aimed at implementation of works to promote the necessary technical level of armaments and their development causes intolerable decrease of combat capability of Ukrainian army. Farther deterioration of the situation was instigated by withdrawal of the USA and Russia from the Intermediate-Range Nuclear Forces Treaty (INF Treaty). The installation in Russia of intermediate-range and shorter-range missiles will contribute to increasing military-political and military pressure on Ukraine. Under these circumstances it is advisable to focus on the creation of the rocket and missile systems (RMS) – the major fiery power and strike force of Ukrainian army. Possible scenarios for Ukraine’s response to these changes have been considered. The data have been presented regarding domestic developments towards the creating of modern complexes and rocket and missile systems (RMS) that can be used during elaboration of the Strategy for the Development of the Rocket and Missile Systems of Ukraine and the State Development Program of the Rocket and Missile Systems. Recommendations have been proposed to finance the according complex of works.
