This paper contains three memoranda submitted by (1) the British Motorcyclists Federation, (2) the Cyclists' Touring Club, and (3) the Pedestrians Association. Included is the examination of witnesses on the points raised in the three memoranda with a view to improving the safety of motorcyclists, cyclists and pedestrians. The points highlighted are: use of overbanding for road repair, road surface material with better skidding resistance, standards of heavy vehicle construction (flaps and side mirrors), standards of driver and motorcycle rider training and examination, pedal cycle rider training, engineering solutions such as cycle lane, advisory leaflets on cycle facilities, law enforcement regulating speed limits, drinking and driving and dangerous parking, increase in pedestrian awareness of the highway code, road and vehicle lighting, opposition on the part of pedestrians to raising speed limits, and monitoring the effects of changes on reduction of casualties.
