지상파 재송신료의 합리적 산정방안 및 결과 (Study of Methods for the Estimation of Reasonable Terrestrial Retransmission Fees)

Korean Abstract: 본 논문은 지상파방송사와 유료방송사업자 간에 지상파 채널의 재송신에 대한 합리적이고 적절한 대가를 산정하는 방안 및 산정결과를 다루고 있다. 본 논문에서는 지상파 채널의 재송신으로 양자에게 발생하는 순편익을 양자협상을 통해 배분하는 내쉬 협상문제를 통해 합리적 재송신료의 산정을 시도한다. 이를 위해서는 협상의 대상이 되는 협상집합(bargaining set)을 합리적으로 도출하는 것이 가장 중요하다. 많은 선행연구들이 협상집합의 구성 요소를 식별하고, 도출하기 위해 다양한 시도를 하고 있으나, 이를 도출하기 위해 사용하는 가정이나 자료, 파라미터 값 등에 따라 많은 차이점을 나타내고 있다. 이에 따라 본 논문에서는 선행연구들이 사용한 방법과 가정 등을 검토해 보고 이들 연구의 문제점을 수정·보완하여 합리적이고 객관적인 산정방안과 산정결과의 도출을 시도한다. 분석 결과는 기존의 연구들과는 달리 컨조인트 분석 방법에 따르면 지상파의 직접수신 가능비율에 따라 유료방송사업자가 지상파방송사에게 가입자 1인당 월 490.8원/월에서 556.6원/월을 지불해야 하는 것으로 계산되었다. 유료방송서비스 가입전환 의향을 직접 설문한 자료에 따르면 유료방송사업자가 지상파방송사에게 가입자 1인당 월 893.0원/월에서 950.1원/월을 지불해야 하는 것으로 계산되었다. English Abstract: This paper examines methods for the estimation of reasonable and appropriate fees for terrestrial retransmission between terrestrial broadcasters and multi-channel video programming distributors (MVPDs). We attempt to estimate reasonable retransmission fees through the Nash bargaining problem, allocating net benefits of retransmission to both parties through bilateral negotiation. For this estimation, it is crucial to derive the Nash bargaining set that is subject to negotiation. Although many previous studies have attempted to define and derive bargaining sets, great differences exist among them depending on the assumptions used, the estimation method, the selection of parameters etc. Therefore, after reviewing the methods and assumptions used in previous studies, and revising the problems in those studies, we identify a rational and objective estimation method and apply it to estimate reasonable retransmission fees. The key results are as follows. According to conjoint analysis, CATV operators should pay ￦490.8~556.6 per month per subscriber to terrestrial broadcasters. Also, based on direct survey data on respondents’ intentions to switch CATV operators, CATV operators should pay ￦893.0~950.1 per month per subscriber to terrestrial broadcasters.
