Study on Rule of Humanistic Demand for Safety

Putting people first is an important principle for modern safety management. In the process of production activities, to insure people being safer and healthier and to have better off life either is important goal of safety management, and also the inevitable demand. However, in order to raise the quality of life the demand of safety is in many ways and rather complicated. By observing the whole process of human development, it is found that the safety demand of human being is similar to the stratified demand theory. Though the connotation is somewhat different, the demand is always from low level to high level. When the requirement at low level is met, that at high level would become dominant and stimulate the human behavior. Stratified safety demand is probe into from the view of humanization. The characteristics of each level as well as its development regularity are explored. The results would be benefit in macro decision-making and specificity, scientism and prescription of micro-regulation, as well as the rationality in allocating resources so as to raise the level of production safety. To grasp the regularity of humanistic demand for safety is no-doubt advantageous in protecting people being safe and healthy, and is significant in realizing real human value and unifying production safety with economic and social benefit.
