Mass transit security issue: the Standex program approach

Since 2005 NATO, the Explosive Detection Working Group has been dedicated its work about the issue of suicide bombers detection mainly in order to protect the mass transit infrastructures (railways and subways stations). After an analysis of the potential requirements and problems to face in such conditions of use, the working group focused its refl exion both over the development of advanced technologies able to provide real time checking of passengers and over the design of a data processing system coupled with special video tracking able to merge the diff erent data coming from each system and to generate alarm triggering to security forces in real time. The STANDEX program will allow the development of new technologies (microwave imaging and dielectric measurements, standoff traces detection techniques using eyes safe lasers, data merging and alarm triggering system). The program will also include a validation phase of the developed system in real conditions of use (big city project). Several nations are engaged in STANDEX program through labs and institutes contributions: France, Germany, Netherlands, Federation of Russia till now. The STANDEX program is described in the presentation including the relative contributions of each institute. The fi nal engagement of the programme including the development projects has been eff ective since February 2010.
