CONFORMANCE OF SAFETY ELEMENTS IN ISO 13009: 2015 WITH THE IMPLEMENTATION OF TOURISM HEALTH AND SAFETY MANAGEMENT SYSTEMS IN DIY: A CASE STUDY OF BARON AND PARANGTRITIS BEACHES

Purpose : This study aims to analyze the conformance of nine safety elements in ISO 13009:2015 with the implementation of tourism health and safety management systems in Baron and Parangtritis beach at Yogyakarta province, Indonesia. Method : This type of research is qualitative research, using an exploratory case study design.  There were 20 informants who were taken using convenience sampling and snowball sampling with inclusion and exclusion criteria. Triangulation conducted using a semi-structured interview, gray literature, and field observation and compared with safety elements in ISO 13009:2015. Results : The fatality rate on both beaches is an average of 7 death and/or missing each year. It is much smaller than the average incidence rate, which is about 40 incidents per year at Parangtritis beach and 129 incidents per year at Baron beach. High risks found on both beaches have not been managed and reduced to control existing risks. The existing paradigm still focuses on reducing the fatality rate, not on reducing the risk due to the incidence rate. Although the current emergency respons plan (ERP) system is effective in reducing the fatality rate, an adequate prevention system has not been implemented. The implementation of tourism occupational health and safety management systems (OHSMS) that aligned with ISO 13009:2015 is emerged to established under sustainable tourism development at the rural beach.
