Instructions "Vector generate mask"

An instruction "Vector Generate Mask". a bit mask is generated for each element in the first operand. The mask includes bits which are set to a selected value, starting at a position indicated by a first field of the instruction, and ending at a position which is indicated by a second field of the instruction.
