The invention discloses a method for manufacturing a tobacco sheet. The method is characterized by comprising the steps that tobacco stems, tobacco powder and other tobacco raw materials are extracted through alcoholic solution to obtain a tobacco alcoholic extract, washing, beating and papermaking are carried out on tobacco residues obtained after alcoholic solution extraction to obtain a tobacco sheet base, and then the tobacco alcoholic extract is concentrated and smeared back to the tobacco sheet base to obtain the tobacco sheet. Compared with a traditional tobacco sheet manufacturing process, the alcoholic solutions are used for replacing water resolutions to extract tobacco, the manufactured tobacco sheet is low in content of pectin and protein, the tobacco sheet is high in smoking sensory quality, miscellaneous air is reduced, the irritant performance is lowered, and the fragrance remaining taste is improved.
