The research project reported on here was conducted at the request of the Housing Authority of the City of Austin during the 1986-1987 and 1987-1988 academic years. The project focused on local governments and their public housing policies. Its key goals were to determine how local governments manage and finance their public housing programs and how Austin might learn from their experiences.
