MULTI-JURISDICTIONAL PROCUREMENT IN THE I-95 CORRIDOR : LESSONS LEARNED : A WHITE PAPER ON THE ANALOG HAR PROCUREMENT

The I-95 Corridor Coalition (I-95 CC) embarked on a project to test the effectiveness of coordinated operating procedures and guidelines developed for regional coordination of traveler information using Highway Advisory Radio (HAR). In order to test these guidelines, a secondary objective of the project was to enhance HAR coverage through the installation of additional HAR stations in the corridor. The I-95 CC encountered many challenges in attempting to procure and implement HAR stations for multiple jurisdictions simultaneously using the competitive bid process. It is believed that there are many lessons to be learned from this experience that could be beneficial to the Coalition in future projects and to other agencies considering multi- jurisdictional ITS procurements. This paper examines the procurement and implementation process utilized; discusses the problems encountered; outlines lessons learned; and suggests a format for future procurements by the Coalition
