Analysing changing gender relations: methodological challenges for gender planning.

1999
Major conceptual advances in thinking about gender relations suggest the need to reassess conventional gender analyses within the context of development interventions. Evidence from development practice supports the conviction that 'targeting' can be undermined by processes of gendered bargaining around project interventions. Academic research points to key problems and potential methods for looking at changes in gender relations that might be adapted to project contexts. Existing gender planning frameworks focus on shifts in gender relations but need also to address the process whereby gender relations are re-negotiated if they are to inform better planning, monitoring, and evaluation.
