AIDS Problems in Africa: A Suggested Strategy for International Support

The Italian governments support of AIDS programs in Africa is described as an example of the decentralized approach. Italy has been involved in health programs in virtually every nation in Africa via NGOs direct bilateral channels or through UN Agencies. The programs have entailed financial support of field operations strengthening of local health services manpower training and appropriate technology. The topic of AIDS is being introduced into these programs by providing an initial data base using official WHO methods and by formulating a solid intervention strategy without waste or duplication. To prevent verticalization of activities Italy does not permit professionals to do field work controls technical activities rigorously requires strict local control by users of the health system and emphasizes human factors such as manpower training community education and attention to anthropology sociology and economics.
