The invention discloses a seepage meter for water flux measurement on a water-sand interface and a measurement method. The seepage meter comprises a seepage collection cylinder, wherein the seepage collection cylinder is fixed in a water bottom substrate through metal inserting rod; the water outlet of the seepage collection cylinder is connected with a long communicating tube through a connecting elbow; the other end of the long communicating tube penetrates through a fixed hole of a collection bag protection tank and is connected with a T-shaped communicating tube; two effluent collection holes of the T-shaped communicating tube are respectively communicated with a seepage collection bag through magnetic sucking type interfaces. Measurement is implemented on premise that water outlets of the seepage collection bag on a shore side and the seepage collection cylinder in a river/lake bottom substrate of an area to be measured have a same water head, and within the measurement time, the variable weight of the seepage collection bag is just the water flux of the water-sand interface of the measured area within the period. Meanwhile, continuous measurement is achieved, so that the time is shortened, the seepage meter is applicable to rapid stream environments, and measurement results are accurate and reliable. The seepage meter makes up the blank of instrument equipment for measuring the water flux of water-sand interfaces and is very wide in application prospect.
