A Modeling Approach to Hierarchical Location Problem of Vessel Traffic Accident Emergency Resource Station in Yangtze River

In order to make the site selection of emergency resources for vessel traffic accident in Yangtze River more scientific and reasonable, this article puts forward two-phase hierarchy location selection process with consideration of the particularity in Yangtze river and emergency stations hierarchy layout model: (1) Ascertain the least necessity of the cost and facilities for demanding stations with the model of location set covering problem (LSCP). (2)Ascertain the high-level Station with the model of maximal covering location problem (MCLP). In the meantime, with consideration of the traffic accidents frequency in different reaches, this essay accesses the risk factors namely the value weight of the selected stations by the equated and standardized accident numbers. By means of application and calculation, the number of emergency resource stations and reasonable station locations covering the reaches will be obtained under the standard crash time of 15 minutes.
