The social policy has been oriented to support of the population in extreme poverty; From the speech, doesn't exist differences between men and women. However, In the development of the social spending, the social policy has been undermined by the gender stigma; That is, when the social policy has been guide to support women. This does not having the purpose of to develop the gender. From more than fifteen years, the organisations insisted on that the authorities not only support the women projects that only are a extension of domestic work, but they continues support only this projects. The purpose of this paper is to analyze the behavior of microcredit and its role in public and social policy, to support micro entrepreneurs women. In this contribution we give ourselves to the task of finding the behavior of this public policy in the state of Colima. Where the government instruments of social and economic policy, designed to provide support according to the genre, will be analyzed. During the period of 2000-2003, the orientation of these and their impact in terms of self-employment and elimination of poverty. We try social credit schemes as an instrument of the federal government to solve the problem of unemployment and increasing poverty, through the implementation of programs that promote self-employment. We will be discussed the experience of these financing schemes in the second level of government, which is the state, based on the analysis of micro loans during the period 2000-2003 in Colima, Mexico.
