In the marketoriented economy system, changeable market asks for flexible land-use control. Through the analysis of the evolvement of land-use thoughts, the paper points out that land-use plan must follow the trend that marketoriented economy is predominant rather other economic activities, and that the plan must change itself from rigid item to a flexible item in order to best exploit the value of land.
