The invention discloses a cooling device used for a whole equipment cabinet, a system and a method thereof. The cooling device comprises a fixing framework, a rotation framework and a heat exchanger, wherein the fixing framework is fixed to a frame of a whole equipment cabinet backboard; the rotation framework is rotatably connected to the fixing framework; and the heat exchanger is arranged on the rotation framework and is used for cooling the whole equipment cabinet. Through installing the cooling device on a back side of the whole equipment cabinet, a purpose of increasing cooling efficiency is realized.
