Formulation of the problem in general form and its relation to important scientific and practical tasks. The modern trend of public administration is digital transformation, and social networks are shaping a new social environment. The Ukrainian cybersecurity system development requires fundamental changes based on the application of scientifically sound management decisions. This need is caused by an increase in cyber attacks and cyber incidents. The range of cyberspace dangers is constantly expanding, and this problem is especially acute when using social networks. There is a problem of the digital technologies development and implementation in education needs, which draws the attention of the scientific community in Ukraine and beyond. In a cyber-threatening environment, training of all participants in network interaction to master cyber-hygiene skills is crucial.The level of digital competence (literacy) of the population is a problematic issue of implementing a cybersecurity system in Ukraine. In the context of public administration reforms, training (training, specialization and advanced training) in the cybersecurity basics and technologies, secure handling of information (data) in the event of cybersecurity incidents, is of particular relevance and requires a thorough investigation.Analysis of recent publications on issues and identifying unresolved parts of a common problem. In order to ensure an adequate level of cyber security for citizens, it is necessary to raise their awareness and literacy in digital security, but these issues remain poorly understood in public administration. The issue of training, specialization and advanced training of public servants in cybersecurity of Ukraine has remained out of the focus of complex scientific research in public administration science. In practice, this can lead to an underestimation of the digital transformation role in society, which is one of the current trends in the activity of the authorities in the process of implementing the National Security of Ukraine.Formulation of goals (purpose) of the article. The purpose of the article is to identify mechanisms for increasing the digital competence level of the population within the framework of the state cyber education system in Ukraine.Outline of the main results and their justification. The requirements for mastering basic digital competences have been formulated, the components of cybersecurity training have been identified, the mechanisms for increasing the general digital competence level of the population have been proposed, as well as the priority ways of the state cyber education system development.Digital and networking technologies are constantly being transformed, but not always users have the capacity to use them effectively. Recently, the growing number of cyberattacks of average users on the Internet indicates a low overall level of their digital literacy, as well as a lack of skilled cybersecurity professionalsA long-term cyber education strategy that will focus on the training and specialization of future generations of Ukrainian network technology users will help to ensure that there are sufficient qualified people who will have the necessary digital competencies (skills).The dependence of the society on digital technologies is becoming more and more noticeable, and as a result, the level of cyber-attacks adaptability is progressing at such a rate that it is futile to expect effective protection only by existing antivirus programs. Today, the number of attacks related to misleading a person by capturing his or her personal data is increasing. First of all, citizens should be trained to recognize cyber-attackers and not respond to emails, calls and SMS messages from fraudsters trying to gain passwords to online or bank accounts with different tricks. In addition, most users need to learn basic digital hygiene skills, such as securely configuring their mobile phone, home Internet and smart devices connected to it, using WI-FI, identifying dangerous sites, using high-level passwords, etc.It is important for the state to carry out large-scale educational and educational activities among the population through the launch of a national cyber education curriculum that will provide every person with a basic level of competence. Without educating citizens on the basics of digital hygiene and cybersecurity, the "state in a smartphone" may be the biggest disappointment for Ukrainians.Conclusions and prospects for further research. Practical recommendations are offered to specialized (interested) central executive bodies (Ministry of Education and Science of Ukraine, Ministry of Digital Transformation of Ukraine, State Secretariat of Communications) to increase the level of digital competence of the population of Ukraine:to provide conditions for the formation and development of the state cyber education of the population of Ukraine at the central, regional and local levels;to increase the volume of government procurement for training cybersecurity professionals;to implement the programs for re-qualification (retraining) of temporarily unemployed from among former servicemen and combatants;to apply career guidance measures in primary, secondary and higher education institutions to identify gifted children, students and students in cybersecurity work;to develop a national digital competence standard;to update the national occupational classifier by developing and approving a list of "digital" professions (based on labor market requirements, "digital" trends), as well as the introduction of positions and units of cyber defense in public authorities.Digital competence of the population is the basis for building a digital economy and society. Citizens of Ukraine are already in the digital world, the next step of the state should be the implementation of secure use of digital technologies in cyberspace.
