Implementing effective environmental risk-management systems can make a contribution to sustainable development in Europe. Risks affecting freshwater are of particular concern, and have to be tackled from the perspective of the complete hydrological basin. The historical, political, economic, educational and cultural diversity of large river basin areas, particularly those shared by a number of countries, makes developing and implementing effective management systems a particular challenge.
