Comparing the performance differences between centralized load balancing methods

There are different views among researchers an whether a preemptive function is necessary for a load balancing facility. We carried out a series of experiments on a distributed system to study this problem. In this paper, we present the results of this study that uses centralized policies to manage the load on a set of computers. The results on one hand indicate the necessity of a load balancing facility for a distributed system. On the other hand, the results question the impact of the preemptive approach on system performance based on the configuration used in these experiments.
