Changing Production Mode and Developing Low-carbon Economy

The contradictions of limited resources,the environment carrying capacity and the rapid development of the economy are arising.Pressingly,it is necessary to change production mode,and achieve low power consumption,low emission and high efficiency.Al-though Ya'an has made great efforts to low-carbon economy,there are still some problems.By analysing low-carbon production problems,guiding through the structure,mechanism and the technology,linking the government,technology with the assessment mechanisms,this paper aims to achieving low-carbon production mode for the small and medium Enterprises in Ya'an.
