Government, railway regulation and train control

Regulation of railways by government has had a long history, starting almost as soon as the first railways were opened. Concerning itself initially with safety, the British Government rapidly began to legislate for economic and interoperability issues as well. A brief review of British railway history is followed by consideration of the current industry structure and its significance in terms of modern signalling developments, primarily ERTMS.
