The relationship between the central and local authorities is one of the basic relationships in the state structure. It is one of the important contents of a political system and a real political issue that exists in almost any country and needs to be handled properly. Tocqueville once said: “However enlightened and skillful a central power may be, it cannot of itself embrace all the details of the life of a great nation.” Thus it can be seen that the vertical allocation of power between the central and local authorities of a country has great practical significance.
